starting problem

painting the wheels
so im going to paint the wheels this weekend and i have a couple questions. what sandpaper should i use, and how much should i get? How much paint, primer and clear coat should i buy?

i know its another dumb question but is it safe that in 4th gear floored i hit 18 psi? im in a 05 sti with turbo back exhaust and stage 2 flash with cobb ap. :)
