I don't know how a clogged fuel filter would effect boost unless the car was bucking all over the place because the fuel was cutting in and out. I also don't know how topping off the tank would help...

Like Nick said, the IMG=SIZE only resizes the image inline in the browser, and is only for formatting. It does not change the size of the image.
