The French (ie. Michelin) call this "BAZ". BFGoodrich and Uniroyal (and Goodyear too I think) call this "spiral wound cap ply". It is nothing new, and should pretty much be a standard thing on hi-perf Z+ rated tires - nothing to brag about. It's kinda like saying "And this tire comes in black complete with tread and sidewalls". Most BFG and Uniroyal tires made in the US, China, and Thailand that have this technology were processed using an automated machine that I designed back in the late 90's. Many Michelins too.
