No. Just because a game gets a "perfect score" doesn't mean that you will be able to play it endlessly. Look at Portal for example. I would give that game a 10 and yet I lost most all interest once I beat the game. I wouldn't even say that a 10 means perfection. To me or IMO, I feel that a 10 rating simply means that you cant find anything worth complaining about. That doesn't mean that the game can't be improved upon or changed to make it better.
