out of 10 means quite literally that there's no room for improvement. And therefore it should never be given out. Give out a 9.99 if you have to, but 10 is the equivalent of light speed.
But the real reason why giving the game a 10 is dumb, is because it's just for feeding the hype and boosting sales. "OMG OMG OMG,
IT GOT A 10!!! THAT NEVER HAPPENED, OMG OMG. *teenage nerd-gasm*".
Give it a 9.9 and say "this game is awesome, if you have the means I highly suggest picking it up"... no need to spin up the hype machine more.
