My recommendation would be a Haltech, as they make a plug-and-play harness for the Legacy. Of course, that would require having someone who knows how to tune a Haltech.
And don't hold your breath on a programmable ECU. I figure if that car has been around for 17 years and nothing has come out yet, I don't expect anything ground-breaking.
I was looking into engine management when I had my Legacy, but I never found an acceptable solution that someone local could tune. I had this idea of swapping the intake manifold to the 02+ WRX one, which would allow use of a WRX ECU (with some modifcation), as well as WRX fitment turbos, intake, intercoolers, etc. Just a thought
