I suppose the justification would be the Colorado River Compact, Vegas depends on water that is shared primarily between NV, AZ, and CA, not to mention Mexico, UT, and CO. While Harry is a US Senator, his loyalties are primarily held by Vegas interests. Prior to taking the somewhat busy position of the Senate leader, Reid's staff was VERY involved at state-level issues. This continues, but I'm sure his time priorities have shifted a little...the issues they play in are long-term in regards to water and land, and so the machine grinds on.
