The seatbelt locking when pulled on hard isn't a "feature"... that's how the seatbelt keeps you from hitting the winshield!
You might be thinking of a "pre-tensioner" that actively tightens the belt during an accident... but if the seatbelt locking mechanism doesn't work at all, then the seatbelt doesn't work at all.
Unless your car has airplane style fixed belts... which I'm pretty sure it doesn't.
