Apparently they are common on aircraft and stock exhausts and are called spring bolt couplings.

It might be interesting to build a turbo crossover pipe with one of these instead of the "flex" joints that fail as well.

Manufacturer is FlangeEx Manufacturing. The product page is messed up, but here are the part numbers.
