Well, if I can speak for the people doing the construction: there is a small window for when you can do road construction. The asphalt has to stay above 300 degrees F to be able to pave with it, so the surface temps can't drop much below 70 degrees F. This means that summertime is construction season. And if you want Nevada to continue to be in the top 10 in roadway quality in the nation, it's gonna have to stay like that
and if everyone is honest with themselves, it doesn't matter where or when the construction is, it's gonna piss you off. But it needs to be done, unless you like how 80 feels once you leave NV and enter CA...
