I think maybe 3 times last summer I heard someone bouncing a ball on my street. I wish people would put those things laid down in their backyard if they're not going to play with them so the rest of us don't have to drive around them in the street or look at them on their lawns. Or worst, get their car bashed in if one blows over in the wind... thankfully I haven't actually seen that happen, but they do end up in the middle of the street when we get a wind storm.
If they were getting use, then I'd have no problem with them being out... but if they're not gonna use 'em in the summer, they sure as hell don't need to be in the street in the middle of January.

If you are lucky, the wind will blow them all on the horses, the BLM will show up and confiscate the hoops as forensic evidence for a 5-year mass homicide investigation, and all of your problems will be solved.
