I had that feeling too when I first started playing it. But, I was a huge fan of Fallout 1 & 2, so I've continued along. As the game goes along, the writing and atmosphere comes out, and it feels a lot more like Fallout 1 & 2 than Fallout 3.
I still get that feeling of been-there-done-that on occasion, but once you actually start meeting some of the different factions (like Caesars Legion) and start exploring, it gets really interesting. And once you get to The Strip, it really starts to feel like more than just an add-on. The religious ghouls and nightkin at the rocket factory are pretty cool. The NCR that you meet don't really have much personality to them. They are your standard trying-to-be-the-law type faction. And its kind of unfortunate they are the first faction you meet after leaving the starting town.
But, as the kids like to say, your mileage may vary. It does feel a lot like Fallout 3, and I can definitely see if you cannot get over that. But, if you were a fan of the first 2 and/or just want more Fallout 3, then I think this game fits the bill perfectly.
