It's sad but the state doesn't seem to care about these kids.
I think many small towns are like this. Everyone knows everyone and all the problems are everyones. In the big city you ignore your neibors and scream at their kids. In my town every one pitches in to help.

Would you say those kids are better off being raised by your town hall than by loving, caring parents that provide for them?
Just about *anything* is better than letting crackhead parents abuse their children, but parenting by committee isn't the best thing out there.
