actually that emissoins law stuff about japan is b.s. I lived there for 3years. they do have a heavy tax on things like sports cars and they have a thing called JCI (japanese compulsory isnurance) that is every 2-3 years depending on what veh. it is and if its a heavy duty truck etc etc...that is expensive and very strict. if you fail even one thing test is over..they even check head light level, and lug nuts..if your loose a little from spec. you fail if you light is just a little lower than the line you fail..come back another day. so if the car smokes just a little your done. about the only thing I really saw was you needed to have all the belts and hoses, and external engine bay lines changed at 100,000 km. Japanese don't actually "smog" a car. if you pass JCI insp. you can drive it. Most of the japanese tuner cars (signal auto's HR9 skyline) is registered and can be street driven even with a gutted int. and full cage. But even those speed freaks think a 800hp+ car is too much...
Now you still have to contend with the DOT and that aint fun over 10k to get it legal here...not worth it just get one from someone else that has put lots of effort into it...try the fore sale section at http://www.nopistons.com they have good FC's at good deals...there is a guy selling a really good one now but I can't get it. http://www.nopistons.com/forums/inde...gallery&id=258
hope that pic address works ok but I think this is the one he is selling
