It's a replica of the actual WRC wing. They need a lot of verticle surface (rudder style) because they spend a lot of time sideways at low speeds. So they get an aero downforce at high speed from the wing/spoiler effect, and an anti-yaw rudder effect from the verticle surfaces at lower speeds while drifting.
