Duckie, I'm just going to apply Occam's Razor to your theory.

Is it more likely that the US government used top secret weather manipulation devices to create and later control a Hurricane to be used as a means of controling the US population by showing us how reliant we are on our government.

or

Is it more likely that someone or someones in the government dropped the ball getting the relief effort going fast enough allowing many people to die unecessarily in a natural disaster the size of which is unprecedented in the US.

Like you said, people tend to stop and watch the suffering of others. Instead of pre-emptively stockpiling food, water and medicine in the days before the Hurricane hit, everyone just sat around and went "holy crap that's a big storm, and it's gonna totally fuck New Orleans".

Besides, if the purpose of this "man-made" disaster was to prove to the people of the US how much we need the government, the government totally fucked that up too, since I think the biggest thing they've shown is that we're dependent on a government that *can't* help us when the shit really hits the fan.

I'm not one to disregard conspiracy theories simply because they're unpopular. But they've got to make more sense than the popular theory.
