I think the difference is that "M+S" is a government rating (that's what gets you over the pass w/o chains if you've got AWD), while "All Season" is a marketing term that implies the car will handle acceptably in all conditions.
IIRC tires like the Kuhmo V712 are technically M+S, but you'd be a retard to think it's a capable snow tire.
