The statement is ambigious. Within the context of discussing "whether or not a particular car is legal for Stock competition" that statement can easily imply the tires are legal if they are OE
for the car we are discussing without implying the tire has to just be available on any stock car.
I'm not saying that that's what the SCCA is intending, I'm just saying that as written it's not 100% clear. Taken without context however, I would lean to the statement meaning that OE tires on
any stock eligible car become legal for
any other stock eligble car, and expect that if, say Dodge starts putting racing slicks on the PT Cruiser (

) the tire would end up on the exclusion list.
