What's the confusion? The challenge starts at 11:30pm Tues. You have 48 hours to file a complaint if you can't participate. That in no way changes the end of the challenge... it just means less time to run.
I'd suggest that people make an effort to notify as early as possible if they can't race so they don't piss off others, and if the car/track needs to be changed, it should be as close to the intent of the challenge as possible.
