The rule is basically "two wheels on the prepared surface at all times". So the curbs are in fair territory, as well as any paved areas adjacent to the track. And because of the two wheel rule, if you cut a curb so deep that the two inside wheels are actually on the dirt, you're lap is still legal because the two outside wheels are still on the prepared surface.
The only exception is when jumping the car. Then it's okay to leave the track, but you must still maintain at least two wheel "over" the prepared surface, even if they're not actually touching the track.
