I sent an email to John Evans asking if there was pre-registration and what time I should be there. Here's his response:

There is no pre-registration for students. Arriving slightly before 8:00AM will be best to get your car tech'd and registration done. Bring a Snell 95 or later helmet if you have one. We have loaners but they will be in short supply during the school. Dress warmly as it is often cold and windy at Stead this time of year.
