What's retarded about this scheme is that you can already register your car anywhere, just go to the DMV in any county, and tell them "I'm registering my car here". You can go to Elko and register your car there if you'd like even if you live (and get mail) in Reno. The rule is that the car's primary location of operation be within the county you're registering it for. You don't have to have an address there, or you can use a PO BOX if you'd like for your mailing address. But if you don't honestly operate the vehicle primarily in that county, you're breaking the law.

My point is, the mailing address has next to squat to do with where you can or can't register your car.
