There is, but the way it works is that it only holds a charge for a limited amount of time, and then automatically discharges. If it were a permanent charge, there would *never* be a "safe" time to work on an SRS system, as it would always be active!! The capacitor backup is simply in case you get into an accident that doesn't set off the airbags, but DOES disconnect/destroy the battery, and then you get hit AGAIN in the same incident; the airbags will still work if needed. This system only holds charge for a minute or two in an average car tho, so you can actually perform work on the SRS if need be.
