You have to go to the class listing in the Appendix and look at the line your car falls under. You can then take ANY part from ANY other car that also falls under that exact line in the rulebook.
Example: I can put a gearbox from a 1993 AWD 1.8 liter Impreza in my 1997 2.2 liter Outback Sport, because both are listed on the same line under "Impreza NOC" in FSP. However, I can't use a gearbox from a Legacy GT (non-turbo, not the current generation) even though it is also in FSP, because they are not listed on the same line. Also, engines must be taken as a complete longblock (heads, block, internals, valvetrain, etc.) and transmissions must be a complete unit from a single car as available direct from the factory, except that you can modify diffs therein.
So, if any Corrola GT-S, or 1.6 liter Corrola, or however they worded it in the class listing came without power steering, you can use that rack and whatnot. If no AE86 came with manual steering, you are probably SOL.
