What is unacceptable about them? They are viewable by the consumer. The consumer's requirement is to see the schedule in a reasonable period of time without requiring an external application. Word exports meet this requirement.

Scott may have other desired features and supportability issues he wants addressed, but consumers often care little for these.
Updatability. If the page needed to be updated, its ugly, unless you re-use the Word document. Once the whole site becomes ugly to edit like that, then the maintainer will start to drag his/her feet (understandably).

But, in a way you're right, the website has one function. That is to get information from the Reno SCCA BoD to the members and potential members in a timely fashion. In my opinion a Word as HTML only satisfies the requirement for members (in a barely acceptable manner), but doesn't satisfy the needs of the BoD to be able to update pages in a timely manner if the HTML is so bad it makes the maintainer unable or unwilling to take the significantly extra time to update the site.

EDIT: And I'm also arguing outside the specific instance. One time as a temporary stopgap, sure, fine whatever. I arguing about building a whole site (even a vanity site) in nothing but Word.
