I'm no expert, but I believe it doesn't necessarily depend on where you ship or where you keep offices, it counts on where you charge the money. Without someone here in Nevada actively collecting money, they are good to go. The only state they need to collect taxes for is whichever unlucky state the credit card processor is in.
Microsoft has an office here in Reno, to take advantage of the corporate tax breaks for collecting money here instead of someplace more expensive like California or Washington.
