I was going to suggest cheap snows on the 13" steelies and save up for some decent 3+ season tires on the 17s, but can't find anything for the 13s.

Go look at Cody's thread on All seasons that can handle snow well.

205/45-16 is probably the closest speedometer wise you can find.

195/50-16 would probably fit better width wise, but are less popular and thus more expensive.
