It's the incompetents and criminals that will ignore any rules in the first place that give guns a bad name. So, like the whole car licensing argument above, really a better solution to the problem than making limits on the design of the gun (or car), it would be much better to require the owner to jump through educational hoops. Not only is there an opportunity to weed out crazy gun owners (or drivers) without having to make catch-all rules that punish everyone, people will learn more respect for the use of something that can be dangerous.
