You can't just pass them around the community. And in a broader sense our government works the same way. We can't all be responsible for everything because accountability gets diluted. As "barbaric" as it may sound, someone needs to be in charge, and capable of making unilatteral decisions. If they're wrong, they get fired, if they're right they get praised. But at least they get something done.

Having extended family, and friends around that care about your kids is nice and all, but it's certainly not their responsibility to provide a nuturing environment for your kids. That's what parents are for.

I live in a small town, perhaps you could call it a village. We all help to raise the less fortunate children in town. We have a town hall with a local who watches the kids while their crack head parents are out. Our town lives it. It works. What else can you do when the parents don't take care of the kids? If you don't get involved the kids turn out like their parents.
It's sad but the state doesn't seem to care about these kids. I think many small towns are like this. Everyone knows everyone and all the problems are everyones. In the big city you ignore your neibors and scream at their kids. In my town every one pitches in to help. It is a good thing Theo
