Default NA Tuning, 2001?

I seem to recall reading a post where KSpeed said they were tuning NA cars now ... but i can't find it ..

was that right or was i imaging that?

My rally car is a 99 motor with a 2000 harness and a 2001 ECU. the harness guy is telling me i'll have a check engline light, due to my 95 gas tank not having the emissions stuff the 2000 does and so the ecu will be missing a sensor input.

Can an 01 ECU be told to ignore that so i don't have a constant CEL
Can i get either a power or a reliability bump from a tune ? stock motor with Delta cams (think a 2000 grind)

I can only tune N.A. Subaru model years 2005 and up.

Your options are ISpeed/Crawford reflash, piggyback like a PP6, or full standalone. Notwithstanding whatever restrictions you have on the hardware, I seem to recall something about having to use the original case.
