Default Seat belt?

So, when I tried to use the lock feature for the car seat the other day, the seat belt locked in the retracted position, so I can't use it at all. We are talking about the rear shoulder/lap combo on a '98 Impreza Wagon.

I have not had time to take it apart yet, but I assume I should start looking for a new seat belt assembly?

Unbolt the loose end, you can get it to retract enough to release I think.
