The way I read it (from leftlanenews on the same story) was that it wouldn't necessarily replace the Cobalt cause it'll be smaller.

They are looking at a small car to house a 1.4L Turbo engine to make like 140hp and 40mpg or something.

Well, the Toyota version should be pretty affordable... same with the 2.0L N/A RWD Subaru version. I'm starting to think though that the STi turbo/AWD version may in fact go after the GT-R... perhaps a $45k/$50k AWD 350-400hp sports car. That I might wait for, but probably couldn't pull the trigger on due to the cost. A used Porsche or Vette would likely be the better use of that much money.
