Default fuel pump issue ?

My friend Kat whom I'm living with has an old explorer and last night the fuel pump continued to run and still does with the car completely turned off, key out of the ignition... The only way to stop this from happening is to unplug the battery. Anyone have any ideas for this one of what it could be or a possible solution?

would that still let it run even with the car off?

I'd check out the relay first as well. If it's shorted the output to power, it's bypassing it's "turn off" ability, and staying on all the time.
